Municipalities of Sheema and Ibanda have been operating under illegal leadership for 13 months .
The three towns were granted municipality status effective July1,2017 and since then there have not been elections for mayors.
MR. JONATHAN BONGONZYA, SHEEMA MUNICIPALITY MP CONTESTANT SPEAKING TO WWW.MKNEWSLINK.COM EDITOR IN KABWOHE TOWN ON ILLEGAL LEADERSHIP IN THE NEW MUNICIPALITY.
Talking to www.mknewslink.com editors on telephone, the Deputy Executive Director Uganda media centre;Col.Shaban Bantariza has confirmed that the municipalities are being illegally led people who are not validly elected as mayors.
When the towns became municipalities on July1, 2016, six month interim governments were put in place to run the operation of the towns.
However, when the six month Interim governments mandate expired in December last year, no election was conducted to elect substantive mayors.
Sheema municipality is being led by Can.David Kabigumira who is also the district chairman while Ibanda is headed by Deus Murinde who was the LC3 chairman when the town was at a town council level.
Col.Bantariza says in a bid to fill this political vacuum, any concerned citizen can petition courts of law before elections are conducted to elect mayors for the affected municipalities.
Meanwhile Jonathan Bongonzya; one of aspirants for Sheema municipality parliamentary seat appeals to the government to organize elections for substantive leaders in all affected municipalities.
He noted that the current Government of Uganda is well known for following the laws of the land and therefore he wonders why when it comes to this crucial matter of new municipalities, it has decided to break the laws of Uganda.
