NTUNGAMO CAO DISMISSES PETITION TO CENSURE SECRETARY FOR FINANCE

Ntungamo district Chief Administrative Officer (CAO) Nassar Mukiibi has dismissed the censure petition filed by 21 Councilors against Naboth Mpirirwe the embattled secretary for Finance, Planning and Management.
CAO Mukiibi noted that the councilors’ petition lacked some technicalities and was handled illegally because the CAO himself and the accused (Naboth Mpirirwe) were not served contrary to Local Government Act and Council’s rules of procedure.
Mpirirwe, the district Councilor for Ntungamo Sub county refused to defend himself before Council saying that he was never served therefore he was not aware of the petition against him.
CAO Mukiibi as the council’s technical person on legal matters and district Chief custodian told the councilors’ led by Christopher Bariyo (Male Youth) to go back and re-arrange their petition which should be brought in the next council that is if they are still interested in censuring the finance Secretary.
He also warned them not to rush with the contentious motion of censure because it might end up in high court.
The chief petitioner Bariiyo said they’re not going to give up and vowed to re arrange the same petition since they already have some signatures of required councilors to back up their petition.
The hot Council was presided over by Nicholas Twikirize Mugyenyi assisted by his deputy Hope Asiimire.
Chairman LCV Sam Mucunguzi Rwakigooba when asked by Speaker why he didn’t serve his finance Secretary with the petition as the law requires, he told the house that the petition was smuggled by Clerk to Council and the Speaker which annoyed him.
The Rushenyi county Member of Parliament Hon. Naome Kabasharira who was also in the council advised the councilors to always first solve their matters in the NRM caucus before addressing them in the council meeting.
