Police in Hoima are investigating circumstances under which KadirKirungi, the Hoima district LC5 chairman allegedly lifted a cattle quarantine issued by the Ministry of Agriculture and Animal Husbandry following the outbreak of foot and mouth disease.

The ministry in April this year issued ban on cattle movement and sale and also closed all cattle markets in Buseruka sub-county Hoima district but the district chairman later in May using the local media called on cattle keepers to resume business at the Buseruka market.

Kirungi reasoned that the quarantine had caused losses on local revenue collections to the district.

Anna Rose Ademun, the commissioner for Animal Health in the ministry of agriculture ordered a ban on cattle movement and sale and also closed all cattle markets in hoima. She also warned stakeholders against interference.

However, in her letter dated June 24, 2018 Ademun directed police to investigate the illegal acts of the chairman and also directed Kadir to retract his message through the local and national media.

According to her, Kadir violated the animal disease Act cap 38 and should be held accountable.
Efforts to contact KadirKirungi, for a comment about the directive were futile by press time as his official phone number was off.
Julius Allan Hakiiza, the Albertine region police spokesperson confirmed the report saying no body is above the law.
Last week, Dr. Elly Muhumuza, the Sembabule district chairperson was arrested for allegedly defying cattle quarantine while Isingiro district lc5 chairman Jeremiah Birungi Kamurari also clashed with the ministry over the issuance of quarantine in his district.
