KAYIHURA APPEARS BEFORE COURT MARTIAL ,DENIES ALL CHARGES

Gen Edward Kale Kayihura the former Inspector General of Police today morning appeared before the General Court Martial sitting in Makindye, and he was charged with failure to protect military materials and aiding abduction among others.
Kayihura has been in detention at the Makindye Military Barracks since mid June, and was today read the charges in a jam-packed court room.
Prosecution led by Maj Raphael Mugisha told court in the charge sheet, that the 62 year old former police boss, during his 13 years of service as IGP, failed to protect military materials and to account for fire arms, contrary to provisions of the UPDF Act.
Court heard that between 2010 and 2018, on various occasions, Gen Kayihura allowed use of arms and ammunition to unauthorized persons, particularly members of the Bodaboda 2010, headed by Abdullah Kitatta.
Mr Kitatta, who was arrested in January together with members of his group, is also before the same court facing charges related to illegal possession of fire arms.
Court also heard that Gen Kayihura failed to provide accountability for arms and ammunition in the various Police units including the Flying Squad Unit, Witness Protection Unit and Crime Intelligence Directorate.
Kayihura is also charged with aiding and abetting kidnapping from Uganda, contrary to Section 19 of the Penal Code Act.
Between, 2012 and 2016, prosecution claims, Gen Kayihura aided and abetted the actions of subordinate police officers and others, to kidnap and illegally repatriate Rwandan refugees and Ugandan citizens to Rwanda.
These are Lt Joel Mutabazi Jackson Karemera and Sgt Innocent Kariisa.
Gen Kayihura denied all charges.
The head of prosecution Maj Mugisha told court that investigations in this matter are still ongoing and asked for an adjournment.
Kayihura’s lawyers, after the charges were read, asked for their client to be released on bail, but the Court Chairman Gen Andrew Gutti promised to entertain this on August 28th when the court reconvenes.
