CHIEF JUSTICE KATUREEBE SPEAKS OUT ON TORTURE OF SUSPECTS; BLAMES SECURITY AGENCIES

Chief Justice Baart Katureebe has faulted security agencies for torturing suspects and called the justice ministry to investigate these reports and have those involved prosecuted.
Justice Katureebe said this during the laying stone for the construction of Rubirizi Justice Centre in Rubirizi district.
He said Article 44 of the constitution pronounces itself clearly against all acts of torture and inhumane treatment thus urging all justice and law sector agencies to abide by this constitutional provision.
The chief Justice said it’s very sad to see a person who has not resisted arrest, handcuffed but being tortured.
Katureebe further said that confessions obtained as a result of torture are not permissible in court and that state must find better way of extracting information from suspects or else it will keep on losing cases.
He warned police and other security agencies to stop bringing tortured suspects in courts but take them to hospitals.
The Minister for constitutional affairs Rtd Gen Kahinda Otafiire promised to do all whatever it takes to see justice is administered without any encumbrances.
Kahinda had earlier written to the minister of internal affairs Gen. Jeje Odong expressing his dissatisfaction on the current torture and intimidation of suspects exhibited by security agencies.
