Embattled Igara east member of parliament Hon Andrew Martail is under stern criticisms from his electorates for having abandoned the constituency ever since he was elected as the area mp early last year

Speaking at function to raise funds  for the renovation of Bumbaire sub-county, Joseph Abaho the lc111 councilor for Numba parish in Bumbaire igara east constituency decried his habit of missing functions.

He said he was invited to be the chief guest at the function yesterday but he was nowhere to be seen and opted to send Peter Rwakifari former Bushenyi LC5 contestant to represent him attracting cheers and boos from the people as he moved forward to read the one million shillings message which was not even in cash.

Councilor Abaaho noted that MP martial promised to hold a meeting in Kampala the people of Bumbaire sub-county and bring their contributions but nothing was brought to the fundraising.

At a recent function at the same sub-county for farmers of the bananas, Martial was represented by his mother and contributed 100,000=.

One of the voters Pius Murabirizi from kyabugimbi regretted why Igara East voted martial to power adding that he has not seen  him anywhere in their constituency just like other MP’s do to their constituents

The mp who is under fire missed a well organized function in constituency at Ruhumuro sub-county early this year which was graced by the 2^nd deputy prime minister kirunda kivejinja as well as the district NRM day in kizinda not forgetting the women’s day celebrations at st kagwa on Friday and all these functions he was invited, leaving questions to voters whether he is still representing them.

Martial has an election petition in the high court filed by the former MP Micheal Mawanda accusing him of stealing his votes. Bushenyi EC registrar declared that martial won by 200 votes.  Some voters told this editor of www.mknewslink.com   that if MP martial loses the petition he will have an uphill task to win the by-election.

Efforts to reach MP martial on phone were futile as his known mobile phone was switched off.  Rwakifari who represented him at Bumbaire fundaraing yesterday said that he did not know the MP was missing functions.

Members of Masindi municipal council yesterday evening clashed during the
election of the chairperson for finance planning and investments
committee.
It all started when they failed to agree on the interpretation of the
law section 22 of the local governments act cap 2 (43) on whether the
executive members should vote or not.
It states that the chairperson of the committee and the members of the
committee shall be elected by simple majority through secret ballot
from the members of the council who are not members of the executive committee.
Solomon Asiimwe the secretary for health disagreed.
This was during a full council meeting that sat at the municipal
chambers on Thursday.
After the assistant town clerk,Patrick Asiimwe interpreting the law to
the house, that it is only the councilors who are allowed to vote,
some executive members disagreed with his interpretation and requested
the speaker to stay the election until they get a clear interpretation
from the ministry of local government.
After a strong heated disagreement between councilors and the some
member of the executive on the voting process, the deputy town clerk
ruled that according to the law the executive members were not allowed
to vote and the 20 councilors plus the deputy speaker went ahead and
voted.
This did not go well with Solomon Asiimwe who explained that he is
going to petition the Speaker Masindi municipalityAbigaba Fenehance on
the matter noting that the executive members were not given chance to
exercise their rights.

Haruna Ismail the councilor representing civic ward and Karungi the
councilor Silvia were nominated for the position and Karungi emerged
the winner after polling 14 votes against 6 votes which Haruna got.

Female councilors wanted the mayor to replace Fatuma with a female
councilor saying there must be two females  and three male on the
executive for gender balance purpose which the mayor challenged saying
that the law only says that at least  one female member must be on the
executive.

Two weeks ago the mayor Masindi municipality  reshuffled his cabinet
and dropped NyagomaFatumathe councilor for Bigando ward as secretary
finance planning and investment and replaced her with Amos Bandoho the
councilor representing Isimba ward on grounds of misconduct and
inciting people not to pay taxes.

Nyangoma Fatuma, the councilor representing Biganda ward, has described the mayor Masindi municipality Businge Joab as a dictator saying that is a person who doesn’t want to be advised at all.

Addressing a press conference at D’venue hotel today, Nyangoma noted that Businge sacked her as secretary for finance and administration because she would advise him where he would go wrong saying that something Businge never wanted.

Nyangoma said that Businge is a person who comes to office between 10 :00 and 11am saying that whenever she would advise him over that matter he would take her as an enemy.

She also said that Busing is a person who wants to take government institutions as his own private institutions something she cannot tolerate.

She explained that Businge appointing her as secretary finance, she never lobbed him at all adding she is not regretting because she will remain serving her electorate.

She added that Businge is the one who called her to Alinda guest House requesting her to serve as secretary finance noting firing her has relieved her of the pressure she has been facing.

She accused Kanyam Isaac and Bogmin Isaac both members of Forum for Democratic change of misleading Businge Joab saying that they are the people who have led to her sacking.

Nyangoma also revealed that some staff members are quitting Masindi municipal council to other districts because of his bad conducts.

She describe Businge as a dictator who stop criticizing NRM noting that he has already set wrong precedent.

Businge Joab on Tuesday sacked Nyangoma Fatuma who has been working as secretary finance and replaced her with Bandoho Amos the councilor representing Isimba ward on grounds of misconduct and revealing secrets discussed in the executive meetings.

Masindi municipal mayor, Businge Joab, has reshuffled his executive members and dropped the secretary finance planning and administration NyangomaFatuma after nine months since they assumed office.

Businge replaced NyangomaFatuma the councilor representing Bigando ward with Hon. Amos Bandoho the councilor representing Isimba ward as the secretary finance Planning and Administration.

Businge retained Byenkaya Zaina as the deputy mayor, Isingoma Ndabi Petre the councilor Kikwanana ward as secretary for works and Technical services and Asiimwe Solomon the councilor Kisita ward as the Secretary for health and the community based services.

He noted that to make this reshuffle he was led by circumstances and the prevailing situation adding that it may sound usual but he was forced by the situation

He added that Nyangoma has not beenbehaving exemplary noting that she has been abusing the technical people, abusing people along the way and the politicians.

He also said that what angered him is when they went to Gulu up to Kitghum for a study tour but Nyangoma mobilized other councilors to stop on the away and yet they had already used public money.

Businge also accused Nyangomaof demobilizing the public not to attend meetings organized by the municipal authorities about tax collection among others.

Businge Joab is a Forum for Democratic Change member and had appointed Nyangoma Fatuma who is also a member of FDC as secretary for Finance Planning and Administration.

Asiimwe Patrick, the assistant Town clerk Masindi municipality,said that what the mayor did is in line with the exercise of his constitutional powers as the political head of the municipality adding that as a political manager it is within  his means to make an assessment of the performance of the executive since the executive committee is the policy organ of the council.

When reached Nyangoma Fatuma for a comment she said that she is not regretting at all but said she will reveal muc during her press conference which she convene soonest.

In preparation for the Aruu North Parliamentary by-election scheduled for 6th April 2017, CCEDU on  7th March completed training a team of ten (10) Long Term Observers (LTOs) at Beeva Hotel, Pader district.

CCEDU’s Head of Electoral Process Observation, Mr. Ivan Mwaka led the observer’ training which equipped the community monitors with knowledge and technical understanding of tools and methods of election observation within the Ugandan context.

The 8 male and 2 female LTOs are drawn from CCEDU member institutions from within and around Aruu Constituency in Pader district.

The LTOs will be deployed immediately in each of the 7 sub counties of Aruu including: Atanga, Pajule, Latanya, Laguti, Acholi-Bur, Lapul and Angagura. Over the next four (4) weeks, the LTOs will observe the pre-election, Election Day and the post election environment.

On Election Day, CCEDU will deploy a contingent of 50 observers to monitor the Election Day processes.

LTOs will work within a framework of citizen community monitors and will report periodically on both – the good electoral practices and any malpractices observed.

It is anticipated that the deployment of these community observers will go a long way in deterring electoral malpractices that have bedeviled the county’s past elections.

IN NTUNGAMO—-

Justice and constitution affairs minister Major General Kahinda Otafire has said that the prevailing political divisions in the country shouldn’t make people harass each other.

Speaking to Christians at South Ankole diocese headquarters in Ntungamo district the minister said it’s high time that people who ideologically think different to be left alone as long as they can get comfort in their respective political parties.

He however asked the old people to tell the young generation benefiting from the prevailing peace about the bad turmoil this country has gone through in order for them to make right decisions.

Otafire said without peace, unity and hard working all what is being done by the regime will be rendered useless.

The diocesan bishop Nathan Ahimbisibwe faulted government for spending huge amount of money on sending people abroad to seek for medical treatment.

He called on leaders to stop the practice because it may not be sustainable saying they should rather use such money to establish a standard hospital in the country where a very Ugandan will be able to access good health services.

IN RUBANDA—–
Residents who access services from Rubanda district are accusing civil
servants of late coming.
The residents claim that most of the civil servants arrive at their
workplace between 9:30am and 11:30am.
Friday Muhumuza a resident of Bubaare Trading centre in Bubaare Sub
County says that he was overwhelmed on Friday last week when he went
at the district head quarters seeking for services and the responsible
officer arrived in office at around 10; 15am.
He says that the district authorities should take action against civil
servants who are habitual late comers to foster service delivery.
Paul Tumukunde a resident of Nyaruhanga parish Ikumba Sub County says
that he usually observes civil servants by passing his home going for
work very late without caring about time. He says that the late coming
has crippled service delivery.
One of the civil servants who spoke to www.mknewslink.com news website reporter, says that they
arrive at work late because they trek long distances from Kabale
Municipality going for work.
The Rubanda district Chairman Jogo Kenneth Biryabarema admits that the
district civil servants report late at work. He however attributes the
late coming to lack of electricity in administration block and long
distances the civil servants trek going for work.
He however says that they in next two weeks they will light the head
offices and there will no more excuses.

MAYOR KABALE MUNICIPALITY BYAMUGISHA SENTARO

Operation wealth creation officials have come under fire from leaders
in Kabale Municipality for sidelining them from the project.
The program, which seeks to create wealth in households and
Government, initiated the program after resolving National
Agricultural Advisory Services NAADS.
President Museveni decided to deploy the army to coordinate the
program activities after accusing the NAADS officials of mismanaging
the NAADS program.
However leaders in Kabale Municipality accuse the operation wealth
creation officials for sidelining them from the project since it was
introduced.
The Kabale Municipality Mayor Emmanuel Sentaro Byamugisha says that
since he entered office he has endeavored to call the coordinator of the
project in the Municipality to explain his activities to councilors in vain.
He says that they have decided to report the matter to the office of
Resident district commissioner and also demanding reports of work done
in municipality so that the officers can account for government money.

The Central Division Chairman Sam Arinaitwe says that he has invited
the operation wealth creation coordinator to his office in vain. He
wonders how these officials have been operating without their
knowledge.

The Kigezi region operation wealth creation coordinator Ismail Masudi
denies the accusations saying that they always consider them adding
that the municipal authorities want knelt before which they cannot.

Masindi Youth Association (MAYA) is in final stages of suing the MP for Bujenje county Hon. Kasumba Patrick and the DPC Masindi Bosco Bakashaba for allegedly confiscating the Association tractor illegally.

The association is accusing Kasumba and Bakashaba of illegally confiscating and detaining a tractor reg. UAM 024 Z belonging to group.

The alleged tractor was confisicted in August 2016 from Katumba Village Pakanyi Sub County.

Through their lawyer of Tugume –Byensi and company advocate, MAYA had given the dual seven days to pay them a total of 66 million shillings being a loss the association has incurred since the illegal confiscation of the tractor last year.

According to the letter of intention to sue seen by our reporter dated 8^th February 2017, the lawyers are also seeking 6.6 million shillings being their professional fees so far incurred bringing the total amount demanded from the dual to 72.6 million shillings.

The association general secretary Moses Kirya told our reporter that in a board meeting the association agreed to take Hon. Kasumba and DPC Bakashaba to courts of law for illegally impounding their tractor.

Kirya confirms that the association has lost a total of 66 million shillings since August last layer adding that the longer they stay with the tractor the more the money will accumulate.

The district police commander Masindi Bosco Bakashaba said he was working on the issue raised by a complainant adding he was working for the state.

When contacted the MP Bujenje county Patrick Kasumba confirmed much as he had not received the demand note he had heard about adding that Kirya has delayed.
