FRESH ROW ERUPTS BETWEEN MASINDI DISTRICT CHAIRMAN, CIVIL SERVANTS

Fresh row has erupted between the Masindi district chairperson Cosmas
Byaruhanga and a section of civil servants.
Cosmas Byaruhanga, the chairperson LCV Masindi district, says that
there is a click of civil servants who have formed their own
government adding that they have become untouchable something he says
has hampered service delivery in some areas.
He says that these civil servants have failed to believe that the
system of government changed noting that these civil servants should
understand that they have a new chairperson.
He adds that this is being brought about by a few staff due to
overstaying in the same offices without being transferred.
Byaruhanga notes that he has declared declare a serious war against
the staff which is fighting him explaining that the situation is
running out of hands.
He also explains that the click is which has become a problem is in
the departments of service commission, Procurement and works though he
declined to mention their identities.
When contacted for a comment, the Chief Administrative Officer
Masindi, Christopher Okumu, noted that for the time he has been in
Masindi, he hasn’t heard of these matters adding that when these
matter appear before him he will present them to the senior management
meeting and handle them accordingly.
There has been a serious friction between the district chairperson and
the former CAO, Tivu Mark over the misuse of the district tractor,
CAO’s vehicle and the district land.
Last year, the district chairperson ordered for the parking of the
CAO’s vehicle and the district tractor over misuse.
